As Freguesias com menos de dez mil eleitores (ou nalguns casos até mais) poderião trabalhar com as atribuições que lhe estão subjacentes. Sobe a alçada do Executivo Municipal.
Os Administrativos recebiam a remuneração que já usufruem. Garantia – se um posto de trabalho. Não se efectuava despedimentos… nem ficavam no desemprego a receber do IEFP…
Não se gastavam nos subsídios atribuídos aos eleitos.
As Freguesias poderiam continuar a ser o edifício para todas as Eleições e Referendos
Não se atribuíam subsídios aos membros das mesas… os Partidos concorrentes – que tanto falam no bem-querer da Pátria. Formalizariam a constituição das mesas da mesma maneira que o fazem agora. E as pessoas indigitadas para tal servirem a Pátria com o voluntário do meu tempo. Disponibilidade de ser úteis aos outros a troco de nada.
